GBA memory addresses used are either contained in IRAM (Internal RAM) or WRAM (Work RAM). If you open the memory viewer on the emulator (menu->Tools->Memory Viewer...) you can take a look at them. Opening RA's Memory Inspector (RetroAchievements->Memory Inspector) is a bit different (the offset is) and here's why:
IRAM starts on address 0x03000000 and has a size of 0x8000. These appear first on the Memory Inspector. This means that the highest address ever would be located at 0x03007FFF.
WRAM starts on address 0x02000000 and has a size of 0x40000. These appear AFTER the IRAM, hence why they will be shifted +0x8000 when you look at them on the Memory Inspector. This means that the highest address ever would be located at 0x0203FFFF.

Regarding the difference in the Memory Inspector window is that over the time, that tool was improved and now supports more options. I haven't been in touch with the latest developments but from opening the tool it seems that the logic is still the same (you can search which range, it just have a different name) and when you first load this window, it will be placed on the first memory mapped which usually falls in the WRAM and not the IRAM, but that will depend on the game and what did the developer was looking for. Just change the 'watching' combobox to go to the desired address.
Or if you mean by the full address what I have previously mentioned (IRAM goes from 0000 to 0x7FFF) while it used to be from 0x03000000 to 0x03FFFFFF, that was just how VBA developers used to split the blocks & now there is no need to do that anymore (but as you mentioned, that is how codebreaker codes needed to be, so that the cheat engine knows which block you are trying to access)
