I'll just share my opinion on the matter, for what it's worth.
Now first off, I prefer All Pro difficulty for one reason. That being there are no ratings boost whatsoever, in previous Madden's you could see during preplay the different matchups and notice that All Madden was in fact altering ratings. On All Pro if 'x' player has a rating of 85 speed, he has 85 speed.
For the questions listed
1. Is Robo QB alive? Yes and No, some games you will have a good QB go 12-13 passing to start but you also get games that guys start off poorly. For example, I played the week 4 Matchup between Carolina and Houston. In that game, Watson started 1-6 for -2 yards. But later in the game he was 23-34 for over 250 yards. So if you give All Pro time and don't judge off of 1 quarter, you will have games that vary. Guys will have great games, poor games, bad start but finished strong type games, great start but fall off type games.
2. Yes CPU teams use their X Factor abilities. I've seen plenty of QB scrambles, crazy jukes, hit sticks, great coverage etc. on default All Pro.
All Madden can be great, I played on All Madden for a long time when I was younger. Lately however, I get great games on All Pro that are just fun to play which is the most important part.
I would rather have a fun, fair matchup where you still need to play smart to win than to have a slightly tougher matchup that is obviously just downgrading your team a little for a challenge.

Look up some videos for the parts of the game you're having trouble with or just good plays and formations to use. Honestly on All-Pro the BS is there like with all difficulties, but All-Madden is way worse. I used to think All-Pro was too hard but after messing with the sliders and practicing I usually can beat them, I play 12 minute quarters. I know not all Pro Athletes act like that. I didn't have a problem with the new additions (Lauren London, Brandy, Jay Ellis) to the show, but Why mess up Jason and Charttananay's (I know I'm spelling her name wrong) relationship, I liked them together. I have never played an NFL 2K game but I will buy their All-Pro game this year after 7 years of Madden if EA doesn't do something. Every time you play you'll notice something that should've been fixed back in 05 or 04. It's the little things that add up. Like 06 on the PS2(don't know about other systems) had no punt blocking on returns. That play is rather rare for me - what usually happens is that the defensive player gets the hit, but the QB somehow throws the ball away despite it being a clear fumble. This happens at least twice per game on Pro/All-Pro. I don't play on All Madden so I can't say for sure if this only happening there.

If you have a first place team and you know its going to be very late in the draft, trade with a last place team. Sometimes you can even get a first and second round pick for just your first. This is a very good way to get young players on your already good team.

Use the following trick to get any player in a trade without the other team rejecting. In the franchise mode, create a player as a quarterback and move his attributes until you get to 99 points. Then, put his injury and stamina down to 0. This will not change the attribute point level. Sign him as a free agent then trade him to any team for anybody you want. When you play the team he is playing for, after a couple of plays he will either become injured or will be taken out of the game for his weak stamina. No team will refuse your trade and you will have any player you want on your team.
